Ohio Regional Sustainability Communication Action Network (ORSCAN) Architecture

This is my suggested approach for how to set up the idea of ORSCAN. Comments?

This document scopes the architecture for the proposed Ohio Regional Sustainability Communication Action Network (ORSCAN). The purpose of ORSCAN is to establish a communications infrastructure that is robust against civil disorder, economic collapse, and reduced energy availability.
This document intentionally avoids detailed design of networks and systems to ensure a high degree of adaptability.

Layered networks
- Web-based Network (WBN): Internet forums (LATOC, POD), E-mail
- Ham Radio Network (HRN)
- Postal Network (PN)
- Personal Visits Network (PVN)
Ham Radio Network (HRN)
- Level 1: Stable environment; Routine scheduled bi-annual activation (check-in)
- Level 2: Triggered by loss of WBN; Monthly scheduled activation
- Level 3: Triggered by loss of regional (or global) communication networks (e.g. phone, internet, TV, radio); Minimum weekly scheduled activation
Postal Network (PN)
- Level 1: Stable environment; Routine scheduled bi-annual status check of nodes (via WBN or HRN); Yearly activation exercises (simulated travel and distribution)
- Level 2: Triggered by loss of regional (or global) communication networks or >50% reduction in USPS services (3 days/week); Monthly activation exercises; Full activation as required
- Level 3: Triggered by loss of functional USPS or HRN (due to electrical system degradation); Minimum weekly activation
Personal Visits Network (PVN)
- Level 1: Stable environment; Routine yearly group meet-ups, individual visits as possible
- Level 2: Triggered by loss of regional (or global) communication networks; Activate neighbor-to-neighbor circuits to ensure all participant nodes contacted > 2 times/year

These are network skeletons – the goal is to have enough structure in place to support future rapid development as events warrant.
Once the highest trigger levels are reached, the focus should be on building system robustness.
What is the range of ham radios?
Triggers must be clearly recognizable by all parties without independent communication to confirm.
PN exercises can include exchange of physical goods (e.g. food, tools, sustainability products, toiletries, etc.). PN visits can count as PVN contacts.
Not all ORSCAN participants need by PN or HRN nodes – the PVN will cover all participants.
Sub-regional (local) networks – what about GMRS radios? Triggered by loss of reliable mobile phone service.
Put example schedules together.

For status checks, there will be a list of expected participants.
In the future, knit ORSCAN with national and international SCAN.
Information is power; it is absolutely crucial for information to flow in a chaotic situation.
